Cabinet Decision No. 42 of 2025 came into effect on 29 May 2025, implementing the Executive Regulations of Federal Decree-Law No. 55 of 2023 on Media Regulation. The Decision introduces a detailed list of administrative violations, classified into three categories based on severity.
Penalties now range from AED 5,000 to AED 1,000,000, depending on the nature of the violation. Offences include disrespect towards religions, infringement of privacy, and breaches related to children’s rights. The Decision also establishes a Committee for Media Content Violations, composed of three to seven media experts.
A grievance mechanism allows affected parties to appeal administrative penalties by submitting an application within 15 days. A decision on the grievance must then be issued within 15 days of submission.
Companies involved in media, public relations, advertising, and digital content must comply with 20 binding content standards. Violations such as spreading false information, hate speech, or content affecting national security may lead to significant legal and reputational consequences. Media-related contracts, campaigns, and internal policies should be reviewed and updated accordingly.
