Sharjah Restructures Public Sector HR Framework Under New Decree Law

Emiri Decree Law No. 2 of 2025 | Effective from 19 June 2025

The Emirate of Sharjah has introduced a new Human Resources Law applying to all government entities, replacing Law No. 6 of 2016. Issued as part of a broader restructuring effort, the new law establishes a unified framework for managing public sector employment and grants the Executive Council extensive authority to regulate its implementation.

Key changes include mandatory use of standard employment contract templates, job grades and allowances set by the Executive Council, and a formal performance evaluation system that directly links incentives to individual performance.

Government entities are now required to update their internal HR policies and ensure full compliance with the new rules governing recruitment, disciplinary procedures, terminations, and grievances. Further detail is expected in the forthcoming implementing regulation.
